ELO and EPF point out flaws in Commission guidance for Member States’ reforms and investments
The flaws were most likely due to loose drafting:
- That all commercial buildings would have to be EPC class 'D' by 202X, not just those sold or rented out
- Member State consultation on reforms with, "households" but no mention of owners, landlords and estate agents, the people who actually own or work with the buildings.
- "Tenant households" singled out as beneficiaries of home renovation support schemes, when in fact the renovation burden falls to the landlord
