Parliament seems to have tried to include among the ‘public bodies’ buildings’, “buildings for social purposes”, which may have been intended to include social housing provided by private entities under contract with the local authorities, perhaps following pressure from social housing wanting a ‘level playing field’. And yet, there is also EP Mandate text referring clearly to “private social landlords”.
As for the rest of Article 6, it remains as before, creating a step-change in the scope and depth of renovation of the public building stock.
