The European Parliament's Resolution on the energy efficiency potential of the EU building stock calls for:

  • Progressively tightened EU minimum energy performance standards for existing buildings
  • Stronger EU provisions on energy performance certificates
  • Rigorous programming of EU deep renovation incentives with an emphasis on grants
  • Adaptation of EU state aid rules to facilitate energy efficiency measures, emphasising that the rules "must primarily contribute to equal treatment and increased competition"
