The European Parliament's Resolution on the energy efficiency potential of the EU building stock calls for:
- Progressively tightened EU minimum energy performance standards for existing buildings
- Stronger EU provisions on energy performance certificates
- Rigorous programming of EU deep renovation incentives with an emphasis on grants
- Adaptation of EU state aid rules to facilitate energy efficiency measures, emphasising that the rules "must primarily contribute to equal treatment and increased competition"
