The Decision is actually intended to reduce reporting requirements for services such as social housing, but on the condition of being truly social housing as defined in the Decision:
“[…] undertakings in charge of social services, including the provision of social housing for disadvantaged citizens or socially less advantaged groups, who due to solvency constraints are unable to obtain housing at market conditions, should also benefit from the exemption from notification provided for in this Decision […]” Recital 11 of the SGEI Decision
Otherwise, social housing companies have to report any other kind of activity so that the Commission can control whether the public money is being used to attract citizen tenants who are not disadvantaged, etc., thereby creating distortions of competition with private operators.
