• A majority of delegations questions the need for quantitative mandatory targets at national level.

• Some delegations have doubts concerning the compatibility of the proposal with the emissions’ trading scheme and consistency with the internal market regime.

• The definition and methods for measuring energy efficiency and energy savings need further detailed examination.

Some delegations even question the very inclusion of energy services within the objective (the Directive is also about energy end-use efficiency).
